T**hiruvananthapuram:** The Kerala Motor Vehicle Department is set to make 60 more services Aadhaar-based as part of a major move to make vehicle and driving licence-related procedures more transparent and reduce the role of agents and intermediaries. The new system will come into effect from September 21.

Under the revised arrangement, services available through the Vahan portal for vehicle-related matters and the Sarathi portal for driving licence-related services will be moved further towards a fully online system. As a result, applicants will no longer have to visit Regional Transport (RT) offices in person for most routine services.

Once the new system is implemented, agents will not be able to complete procedures using their own mobile phone numbers. The OTP required for authentication will be sent directly to the mobile phone number of the vehicle owner or applicant. At present, applicants have the option of providing either Aadhaar details or a phone number, and there have been complaints that some agents use their own numbers to complete procedures on behalf of applicants. The new system is intended to prevent such practices.

Currently, only 21 services are available without requiring applicants to appear directly at the office. Complaints had been raised that intermediaries were taking advantage of the lack of proper OTP-based verification for several other services.

Under the new system, applications will be processed according to a first-come, first-served priority system. Officials believe this will prevent the existing practice of bypassing the normal queue through intermediary intervention.

Applicants will generally not need to visit RT offices except for procedures such as vehicle inspections, identification of legal heirs and personal hearings. Slots for such requirements can be booked online through the Nammude Keralam portal.

Applicants attending personal hearings will also have the option of appearing through video calls using the portal's V-Meet facility. Another important change is that applicants will no longer have to submit physical copies of online applications at RT offices.Slots for driving licence and conductor licence tests will have to be booked through the Sarathi portal, while slots for vehicle fitness tests will be available through the Vahan portal.

A major challenge under the Aadhaar-based system could arise when the name on Aadhaar does not exactly match the name recorded in the vehicle's Registration Certificate (RC).

Even a minor difference, such as punctuation in a name or initials, could prevent an online application from moving forward. In such cases, the RC details may have to be corrected to match the Aadhaar record. Applicants may need to submit an application at the concerned RT office for this correction, and depending on the workload, the process could take up to a week.

Another issue is that names in Aadhaar may be recorded in both English and Malayalam, while RC records are generally maintained in English. If the Aadhaar record does not meet the required format, applicants may have to get the Aadhaar details corrected before proceeding with the online service.
