New Delhi: The Central Government has begun steps to provide Ladakh with special status under Article 371 of the Constitution, according to an NDTV report. Ladakh Chief Secretary Ashish Kundra said the government is moving towards a decision to establish a committee with legislative and financial powers, with its members to be directly elected from constituencies. He said a meeting of the Ladakh subcommittee and the Union Ministry of Home Affairs was held recently.

According to the Chief Secretary, Article 371 of the Constitution will be amended by Parliament to provide adequate constitutional safeguards for Ladakh. He also said that the Ministry of Home Affairs would prepare a draft for amending Article 371 by the time the next meeting is held in October.

Article 371 of the Indian Constitution provides temporary and transitional special powers to certain states to address their distinct regional and social requirements.

Although the proposed committee would be an elected body, Ladakh would not become a Union Territory with a legislative assembly, the Ladakh Chief Secretary clarified.

Ladakh was made a separate Union Territory after the erstwhile state of Jammu and Kashmir was divided and its special status under Article 370 was removed. Residents of Ladakh initially welcomed the Central Government's decision. However, they later launched protests against what they described as administration under officials.

The proposed constitutional protection and elected committee are part of the steps being considered by the Central Government in response to Ladakh's demand for special status, according to the information reported.
