# Passport Rules Changed for Children Below 15; Fees for Adult Passports Also Increased

The Ministry of External Affairs has amended passport rules for children below 15 years of age, while also increasing the application fees for adult passports. The new changes came into effect from September 15, 2026, according to Chief Passport Officer B.S. Mubarak. The amendments to the Passport Rules, 1980, were brought into force through a notification published in the Gazette of India on September 17.

Under the Passport Amendment Rules, 2026, ordinary passports with 36 pages issued to children below 15 years will now have a validity of five years. However, if the child turns 18 before the completion of five years from the date of passport issuance, the passport will expire when the child reaches the age of 18.

For example, if a child receives a passport at the age of 14, the passport would normally have a validity of five years. However, since the child will turn 18 after only four years, the passport will expire upon the completion of 18 years of age.

Previously, passports issued to children below 15 years were valid for five years or until the child completed 15 years of age, whichever came earlier. The amended rules have therefore changed the age-related validity provision for such passports.

The Ministry has also amended Rule 8 concerning passport application fees. Under the revised provision, the fee applicable to each category of passport application will be as specified in Schedule IV of the rules.

The fee for a new or renewed ordinary 36-page passport for adults has been increased from ₹1,500 to ₹2,500. For a 60-page passport, the fee has risen from ₹2,000 to ₹3,500.The ministry has also increased the charges for temporary passports. The fee for a 36-page temporary passport has been raised from ₹3,500 to ₹5,000, while the fee for a 60-page temporary passport has increased from ₹4,000 to ₹6,000.
