**New Delhi**: Africa’s richest billionaire, Aliko Dangote, has entered into an agreement with Indian public sector company Engineers India Limited for a major oil refinery and petrochemical project in Kenya. The Dangote Group has signed a $450 million contract with the Indian company for consultancy services and construction supervision for the project, which is expected to cost $16 billion.

Engineers India Limited is a public sector undertaking under the Union Ministry of Petroleum and Natural Gas. The refinery and petrochemical plant will be constructed at Lamu, a coastal city in Kenya. The project is planned with a production capacity of 700,000 barrels per day.

According to reports, construction activities are expected to begin by the end of this month. The project is expected to play a significant role in increasing fuel production in the East African region and reducing dependence on fuel imports from foreign countries, thereby supporting energy security.

As part of the wider project, a 4,000-kilometre pipeline network is also planned to transport fuel to countries across East Africa. The proposed network will include routes from Lamu to Ethiopia and from Djibouti to Ethiopia, among other connections.

The Dangote Group currently has an investment value of $35.5 billion. The company is preparing to invest $50 billion over the next four years, and the Kenya refinery project is part of this planned expansion.

Engineers India Limited had also been the construction partner for Dangote’s major refinery in Lagos, Nigeria. The company’s involvement in the Nigerian refinery project forms part of the background to its latest partnership with the Dangote Group for the planned refinery and petrochemical facility in Kenya.
