# TRAI Notifies New Rules for 30-Day Mobile Recharge Plans; Voice and SMS-Only Vouchers for Users Without Data Needs

New Delhi: The Telecom Regulatory Authority of India has notified new consumer protection regulations aimed at providing greater flexibility to prepaid mobile users in India. The new provisions cover the validity of tariff plans as well as voice and SMS services, with telecom companies required to make more Special Tariff Vouchers available with validity periods of 30 days or less. TRAI’s official records show that the Telecom Consumers Protection Regulations, 2026, were released on September 22, 2026.

Under the new provisions, users will also be able to choose plans that can be renewed on the same date every month. The change addresses concerns surrounding existing 28-day validity plans. Since a 28-day plan does not correspond to a calendar month, users could end up recharging 13 times in a year despite there being only 12 months. The new arrangement is expected to address this financial burden by making monthly renewal more straightforward.

Rajya Sabha member Raghav Chadha said the move was based on concerns he had raised in Parliament earlier this year. According to Chadha, the measure represents a significant step towards addressing the concerns of mobile subscribers.

The regulations were finalised after TRAI examined more than a thousand responses received from different stakeholders during the consultation process. TRAI had published the draft Telecom Consumers Protection (Thirteenth Amendment) Regulations, 2026, for stakeholder comments earlier this year.

The new rules also specifically address consumers who do not require mobile data. Telecom companies are required to offer Special Tariff Vouchers exclusively for voice and SMS services, with validity periods corresponding to the different validity periods of their existing voice, SMS and data vouchers. The regulations also provide that these voice-and-SMS-only vouchers should have tariffs reduced broadly in proportion to comparable vouchers that include voice, SMS and data services.

This provision is particularly relevant to senior citizens who may not need mobile data and to ordinary users on limited budgets who primarily use their phones for calling. The rules also provide for voice-and-SMS vouchers for users who need only incoming and outgoing calling services, while requiring the pricing of such packs to be appropriately reduced.
