**New Delhi: **Delhi Police have registered a non-cognisable report Minister Parvesh Verma over an alleged assault on a young man during a road inspection in west Delhi’s Tilak Nagar. The NCR was registered on Monday under Section 115 of the Bharatiya Nyaya Sanhita MLA Jarnail Singh following a complaint from the PWD department alleging obstruction of official duties and intimidation of officials.

The incident took place on Sunday when Verma visited the Outer Ring Road in Tilak Nagar to inspect a newly constructed road. During the inspection, Jarnail Singh questioned the quality of the newly laid road and, according to reports, pulled out a portion of its surface by hand to demonstrate what he described as poor-quality construction.

Sahib Singh, who was present at the site and was recording the proceedings for Jarnail Singh’s social media accounts, was allegedly slapped during the ensuing confrontation. A video of the incident circulated widely on social media and showed Verma pulling down Singh’s mobile phone before appearing to slap him. Singh subsequently filed a complaint with the police.

The incident triggered a political controversy, with opposition leaders and AAP representatives demanding action against the minister. Verma, however, has disputed the account of the incident and said that an AAP worker had allegedly abused his family, claiming that he reacted in the heat of the moment.

An NCR differs from an FIR in terms of police procedure. In a non-cognisable case, police generally require permission from a magistrate to investigate the alleged offence and cannot ordinarily make an arrest without a warrant.

Meanwhile, the FIR against Jarnail Singh followed a complaint from PWD personnel. The complaint alleges that the AAP MLA and his associates obstructed government officials while they were carrying out their official duties and intimidated or threatened them. The FIR and the allegations against Singh relate to the PWD’s account of the events at the road construction site.

The police action has resulted in separate legal proceedings arising from the same road-inspection episode, with an NCR registered on the complaint against the minister and an FIR registered following the PWD complaint against the AAP MLA.
